Chopping Tool

If you look carefully, you'll see a serrated edge along the lower side. This is a finished piece that would have been shafted on a wooded handle (alder, cedar) that would have been split to accommodate the stone. The ends of the wooden handle would then have been bound with black spruce root or hide strips to close the slit and trap the stone in place.
